Gaspar de Vigodet had arrived in Montevideo on 7 October 1810, where he had been appointed governor to replace General Francisco Xavier de Élío, fresh from his military triumphs against Napoleon in Spain and confident of military support promised by the consort of the Portuguese Prince Regent, Princess Carlota Joaquina, then in Rio de Janeiro and her brother, the Spanish king, Fernando VII.   The city remained loyal to the Spanish crown despite Buenos Aires having declared independence, and he urges the inhabitants of Montevideo to support the royalist cause.    “He increased the pressure on the inhabitants of the Banda Oriental, striving to enforce the title-proving decree, and creating a special Junta de Hacienda (Treasury Council) to squeeze more contributions in money and in kind from all the territory . . .   (His actions) increased unrest amongst the inhabitants of the country districts . . .” (John Street, Artigas and the emancipation of Uruguay, p. 124).   The Reflexiones, which may have been written later by a by patriot writer, disparage Vigodet’s opinions and urge rebellion against peninsula rule.   “Crítica y replicas a la proclama del gobernador de Montevideo general Vigodet de 10 de junio de 1811, en que hace el elogio de la fidelidad del pueblo oriental por la Monarquía, así como del apoyo prestado a la política seguida por Portugal y la Infanta Carlota.  Comienza este impreso con la transcripción de la antedicha proclama, para luego hacer una severa crítica de sus términos y de los abusos y turbios manejos del gobierno de Elío, que obliga a combatirlo y apoyar el pronunciamiento de Mayo, para bien de la libertad contra el despotismo de España” (Mallié)
