Silk weavers living in rented houses in Porto and the provinces were to be granted the same rights in retirement as those in Lisbon, and could not be evicted from their dwellings.   Pombal "had seen industrial concentrations in Britain grow from individual units where initially only a small outlay had been necessary and returns were immediate.   The concept of manufactory as a coordinating center resting firmly on the household producer was systematically applied to the Royal Silk Factory in 1766 . . ."
