The decree founding the Banco Commercial do Porto (1836-1855).   To facilitate commerce in the north of the country a group of merchants in Porto successfully petitioned the Minister of Finance, José da Silva Carvalho, to establish the first bank in that city.   Legislation was drawn up and the decree signed on 13 August 1835, setting out the statutes and financial regulations of the enterprise.   Only in July 1836 was the bank able to start issuing its own notes because of the lack of a suitable printer and paper.   Interest in the purchase of shares had been considerable.   The Relatório apparently lacks the half-title page.
