In Queen Maria's reign emphasis was placed on encouraging agricultural development, essential to support a growing population; the lack of sufficient farm animals was found to be aggravated by the unavailability of adequate land to support cattle, thereby hindering their reproduction (see J. Veríssimo Serrão, História de Portugal, VI, pp. 403-06). Communal land was mostly left uncultivated and used for grazing, vital for those who kept animals and had little or no land. Lack of well-kept roads hindered the transport of farm produce. Innocêncio already considered the work to be rare and praised its importance as the only one that examined the subject in detail.
