Following an attempted coup in Portugal, Queen Da. Maria II had agreed to reinstate the democratic Constitution of 1822.   The author encourages the issue of government bonds as a solution to Portugal’s financial problems, and condemns government measures taken to decrease expenditure.   He supported the slave trade as being beneficial to the economy.   Printed anonymously, the work was attacked as abusing the right of freedom of speech, but the author was later exonerated.   He was an enthusiastic promoter of homeopathic medicine.
