Mello was Military Governor of Goa during a period of political unrest, and was recalled to Lisbon following a revolt in 1836 which established a provisional government. He justifies his conduct and defends himself from accusations, particularly those made in 1835 by Bernardo Peres da Silva, the Indo-Portuguese Mayor of Goa appointed in that year. Pp. 21-40 contain reproductions of documents relating to the case. Copy from the library of the Dukes of Palmela.
