The author was in part responsible for drawing up the Código de Menores (Young Offenders’ Code) in Brazil, and he delivered lectures in Lisbon, Porto, Coimbra and Viana do Castelo describing his involvement there with prison reform, when in 1924 he had been entrusted with investigating the country’s penitential system. He advocated increasing educational opportunities for abandoned children, and recommended that those on short sentences should not be imprisoned with hardened criminals, and encouraged the building of agricultural rather than urban penitentiaries.
