Diplomat, lawyer, politician and political theorist, Assis Brasil had in 1912 retired to Rio Grande do Sul to dedicate himself to agriculture, especially cattle-raising.   In his speech he outlined plans to rear cattle and produce butter in Campos de Jordão, São Paulo, and to introduce Devon cattle in Minas Gerais, alongside the zebu, and he promoted education and self-reliance.   He relates how, having watched the process in action at the Royal Dairies at Windsor Castle, milk of his Jersey cattle on his estates in Rio Grande do Sul in Brazil had been used for butter production.   This printed version of the speech was intended for distribution to São Paulo state educational establishments.   Assis Brasil was the author of Cultura dos campos: noções geraes de agricultura e especiaes de alguns cultivos actualmente mais urgentes no Brasil (1898);  he had been governor of the state of Rio Grande do Sul, and later became Minister of Agriculture.
